asked the Minister for Foreign Affairs if he proposes to introduce a Supplementary Estimate to restore to the bilateral aid programme for 1980 the amount of money with an adjustment for inflation, which he cut from the budget estimate at the beginning of this year.

As I have already indicated in my reply to Question No. 37, I hope, if the need arises and if there are savings in the multilateral allocations, to be able to transfer funds from the multilateral side. Although it is too early yet to say whether there will be savings or how much might be available, it will, of course, be necessary for me to introduce a Supplementary Estimate in order to effect such a transfer.
