asked the Minister for Defence if he will outline the present functions of the Naval service, indicating the primary and other functions in order of importance; if he considers that the service is adequately equipped to carry out all its functions; and if emphasis is being given to its fishery protection role at the expense of its other functions.

The main peace-time functions of the Naval Service at present are (1) sea fisheries protection and coastal patrol, (2) training of naval personnel (including Slua Muiri personnel), (3) search and rescue operations, (4) marine counter-pollution measures and (5) management of the civilian crewed marine transport service for the Defence Forces in Cork Harbour.

The expansion of the Naval Service to enable it to cope with the surveillance of the expanded sea fisheries area of the State by the introduction from time to time of new patrol vessels underlines the emphasis placed on fishery protection, which is the primary peace-time function of the Naval Service. The Naval Service vessels are, however, available to participate as required in other Naval Service functions.

Could I assume that the Minister is satisfied that the naval service are adequately equipped for the main functions assigned to them? Would the Minister consider it necessary to upgrade electronic equipment in the naval service generally?

I am satisfied with the position but, of course, we are giving continuous consideration to any improvements which can be made in the facilities available.
