asked the Minister for the Environment if he is aware of the appalling housing conditions some people in County Donegal are forced to continue to live under because the county council will not proceed to sanction tenders received for house building until they receive notification of capital allocation to commence new works for 1980; and if he will indicate when he intends to issue such notification.

I am aware that Donegal County Council in common with some other housing authorities, have a considerable number of approved housing applicants on their waiting list. The council have already been allocated a total of £1,850,000 this year to meet ongoing commitments on their local authority housing programme and to fund new work started before 31 March last. The council have applied for a further capital allocation to finance additional starts and their application is being considered in conjunction with similar applications from other housing authorities. I cannot say when I will be in a position to make a decision on the council's application.

asked the Minister for the Environment if he will increase the number of houses per year being dealt with under the improvement scheme for St. Finian's Park, Drogheda, County Louth; and if he will give a concession on the maximum economic rents on these houses as they are substandard.

I understand that having regard to the workforce and capital resources available to them, Drogheda Corporation envisage that the maximum number of houses in this scheme on which remedial works can be carried out is 40 per year.

The maximum rents of local authority houses are determined in accordance with the terms of the Local Authority National Rents Scheme which is intended to apply uniformly throughout the country. It would not be appropriate for me to vary the terms of the scheme so as to make an exception in any particular case.
