Written Answers. - Teachers' Social Insurance Contributions.

asked the Minister for Social Welfare the current position concerning the arrangements for the collection of pay-related social insurance contributions in respect of national school teachers who substitute for a number of different teachers during the school year and where such teachers pay the substitutes individually and are subsequently reimbursed by the Department of Education; if he is aware of the problem which has arisen whereby insurance cards were hitherto stamped with fixed contributions from employer and the employee, but now each teacher who is substituted for is required to register as an employer and if it is possible to make simpler and more direct arrangements for such employers.

Prior to the introduction of the new system of pay-related social insurance in April 1979 insurance cards in respect of substitute teachers were stamped by the individual teachers for whom they substituted.

Following representations from the teaching organisations, the question of the method of payment of PRSI contributions in respect of substitute teachers has been considered by the Revenue Commissioners, the Department of Education and my Department but so far it has not been possible to simplify the procedures for paying the contributions.

I will communicate directly with the Deputy as soon as this matter has been resolved.
