andMr. P. Barry asked the Minister for Finance if he will state in relation to the announcement by the Revenue Commissioners that there would be a delay in implementing this year's budget provisions and that, pending further instructions from them, income tax should be deducted from salaries and wages on the basis of the tax-free allowances and the tax tables for 1979-80, the number of people so disadvantaged, if interest will be payable in respect of any financial losses incurred by the proposal, and how he intends to compensate persons for the increased hardship and the inequity of the proposal.

The issue of revised certificates of tax-free allowances for 1980-81 has been completed. It is estimated that the issue of these revised certificates covered about one million people.

The Deputies will appreciate that taxpayers will not become legally entitled to the revised allowances for 1980-81 until the date of the enactment of this year's Finance Bill. Accordingly the question of compensating them in connection with reliefs granted before that does not arise.
