asked the Minister for the Environment (1) the amount of money allocated to each local authority for SDA loans, (2) the date of each allocation, (3) the amount of money requested by each local authority for SDA loans for 1980 and (4) the amount paid to each to date in 1980.

: Separate estimates are not sought nor allocations made, to provide separately for local authority house purchase loan requirements. The provision for such loans forms part of a combined allocation which provides also for requirements arising in respect of the low rise mortgage scheme, improvement loans and supplementary grants. In most cases, however, the latter requirements form only a small proportion of the overall amount.

An estimated requirement for the financing of these schemes in 1980 was obtained from each authority in October 1979, and is set out in column (1) of the following statement. In accordance with established practice, an initial allocation as set out in column (2) was made to each authority on 11 March 1980 in respect of the six-month period ended 30 June 1980.

There has been a huge increase in the demand for loans under the local authority house purchase and improvement loans schemes in all local authority areas. This has resulted in considerable pressure on the available funds, although an unprecedently high allocation had been made available in the public capital programme for this purpose. The matter is being kept under review and, furthermore, to ensure fair allocation of all available resources to the local authorities, the requirements of each local authority in respect of the second half of the year are being assessed monthly and allocations made on that basis to the 41 local authorities operating the schemes. In this way the circumstances of all local authorities are taken fully into account and funds have been made available sufficient to enable most local authorities to be reasonably up to date with demands made upon them for payments on the foot of approved loans.

Column (3) of the statement shows the amount which had issued to each authority at 24 October from the local loans fund. In addition local authorities during 1980 will have paid out from their own capital receipts from prepayment of loans and the capital portion of the proceeds of sales of local authority houses, amounts which will be of the order of £13 million.
