asked the Minister for Social Welfare the reason for the non-payment of disability benefit to a person (details supplied) in County Monaghan in respect of the period October 1979 to February 1980.

: The person concerned claimed disablement benefit under the occupational injuries scheme on 23 January 1980 in respect of an accident which occurred on 24 April 1979.

The claimant is an established civil servant employed by another Government Department. As such he was not eligible for injury benefit but was eligible for payment of disablement benefit in respect of the period which commenced twenty-six weeks after the date of the accident.

The claim to disablement benefit has been allowed and benefit awarded at the rate appropriate to the degree of disablement which has been assessed. Payment of benefit in respect of the period from 26 October 1979 to 20 November 1980 was made on 28 October 1980 and payments will continue pending further review of the claimant's medical condition.

The delay in payment arose because of difficulty in associating the claim for disablement benefit with an earlier claim for injury benefit.
