asked the Minister for Labour if, having regard to the distress caused by a number of official strikes in the insurance industry in recent years which have lasted for very long periods and the danger that such unresolved official strikes may encourage employees to resort to unofficial strikes or other forms of protest, he will take steps to expedite settlement procedures on all official disputes; and if he will make a statement on the matter.

asked the Minister for Labour if he will state in relation to a prolonged industrial dispute involving some hundreds of employees (details supplied) whether he will intervene or take other steps to assist towards an early solution; and if he will make a statement on the matter.

: With the permission of the Ceann Comhairle, I propose to take Questions Nos. 22 and 23 together.

The maintenance of industrial peace in the insurance industry, as indeed in other industries, is primarily a matter for employers and workers. It is of vital importance that both sides of industry should establish and develop agreed procedures for the negotiation of claims and for the resolution of grievances. In the event of disputes arising the institutions established by the State, such as the Labour Court and its industrial relations service, are there to assist the parties to achieve a settlement.

The strike affecting the company referred to by the Deputy has been resolved and normal working was resumed on Monday, 3 November.
