asked the Minister for the Public Service the up-to-date position regarding the grading claim of the two messengers in the stationery stores in Leinster House; the reason for the delay in processing their claim, which was originally submitted in August 1979; and if he will make a statement on the matter.

: I understand that the claim is being dealt with under the provisions of Conciliation and Arbitration Scheme for the Civil Service at the Houses of the Oireachtas Departmental Council. Under the provisions of the scheme the proceedings of the council are confidential. In the circumstances it would not be appropriate for me to comment.

: The Minister has been given a very corny brief. Is he not aware that this claim was submitted in August 1979 and that it appears not to have reached the level of decision even yet? In view of the fact that the Minister for Labour is responsible for trying to prevent strikes and also, of course, for trying to solve strikes that have begun, is it not ridiculous that servants of this House should have their claims ignored for more than 12 months and that it is necessary for someone to table a question in order to bring about any action? Would the Minister make some further comment on the position without disclosing any of the confidential matters pertaining to the rates of pay of paperkeepers?

: The proposal in question reached my Department only on 2 September 1980. I will pursue the matter urgently with a view to having a decision arrived at.

: This is a matter which must be dealt with immediately. There are about six other similar matters which will be brought before the House in the same way unless someone makes a move to deal with them.
