asked the Minister for the Environment the number of applications with the Kerry County Council for SDA loans which have been certified for payment for some time; and the reason for the delay in making these payments.

I understand that at 7 November Kerry County Council had on hands 101 loan applications valued at £455,000 which were awaiting payment.

An initial capital allocation of £900,000 was made to Kerry County Council in respect of the payment of local authority housing loans and grants in the six-month period ended on 30 June 1980. Because of the greatly increased demand for loan payments which followed on the increase in the loan and income limits last January, the needs of each authority operating the schemes have, since the end of June, been assessed monthly. On that basis a total of £427,000 issued from the local loans fund to Kerry County Council between 1 July and the end of October. An additional £93,000 issued on 7 November and it is proposed to release a further instalment of £100,000 on 21 November. These issues, together with those available to the council from internal capital receipts, should enable the council to deal with all urgent cases.
