I move amendment No. 1:
In page 2, to delete lines 15 and 16 and substitute the following:
"`the Minister' means the Minister for Industry, Commerce and Tourism".
This is similar to the amendment on the previous Bill which was moved because of the change in the title since the Bill was published.
I move amendment No. 2:
In page 3, subsection (3), line 34, to delete "the Minister for Finance" and substitute "the Minister".
Due to a minor drafting error the reference to the Minister for Finance in this subsection is incorrect. It should refer to the Minister, who in the context of this Bill is the Minister for Industry, Commerce and Tourism. It is the Minister for Industry, Commerce and Tourism rather than the Minister for Finance who guarantees the borrowings.
I move amendment No. 3:
In page 4, to delete lines 3 to 6 and substitute the following:
"(5) All moneys from time to time required by the Minister to meet sums which may become payable by him under this section shall be advanced out of the Central Fund or the growing produce thereof.".
The text of this subsection has been reexamined in consultation with the parliamentary draftsman and it is felt that it could be made more precise by deleting the reference to the Minister for Finance as his involvement in relation to the provision of moneys under the section in only indirect. It was felt also that the text could be improved by substituting the word "section" for the word "Acts".
