asked the Minister for Foreign Affairs whether he is aware of the November 30 Referendum in Uruguay which seeks to abolish the basic principles of a democratic system; and whether he will indicate Ireland's rejection of the proposed constitution at all international levels.

The Government had grave misgivings concerning the substance and the implications of the November 30 constitutional referendum for the future of democracy in Uruguay. However, as the Deputy is aware, the people of that country voted overwhelmingly against the proposals put to them by the military government. I can assure the Deputy that the Government will keep subsequent events in that country under review.
