asked the Minister for Defence the reason a senior fitter and turner (details supplied) employed by his Department was not promoted, if he is aware of non-senior people being promoted; whether promotion is on seniority; and who is responsible for such promotions.

The person concerned was one of a number of civilian employees of the Department of Defence who applied for and were interviewed in connection with the filling of two civilian supervisory posts during the year. He was unsuccessful in these competitions. Such positions are filled by promoting the best qualified persons. Experience as reflected by seniority is only one of the factors taken into account in assessing qualifications. The Minister for Defence is responsible for such promotions.
