Litter Bill, 1981: Order for Second Stage.

Bill entitled an Act to provide for the prevention and regulation of the creation of litter, and for the control of litter, in or near a public place and for the prohibition of the abandonment of vehicles on any land without the consent of the occupier, to provide for the control and regulation of the keeping of disused vehicles and other articles on any land, for those and other purposes to confer certain functions on local authorities and to provide for other matters connected with the foregoing.

I move that the Second Stage be ordered for Wednesday, 18 March 1981.

I want to ask if the Government will agree to an emergency debate on what is described in one of today's papers as a mini-budget——

I am asking on the Order of Business if the Taoiseach will agree to an emergency debate on what is described as a mini-budget, an increase of 12p on the gallon of petrol, 76p on a cylinder of gas——
