andMr. Tully asked the Minister for Transport the reason there was a short-fall of £4.64 million in the take-up of the capital allocation for transport in the 1980 public capital programme, compared with the original estimate of £58.46 million; if he will identify those sectors of the public capital programme allocation to transport which did not take up their full allocation in 1980; the reasons why; and if he will make a statement on the matter.
