Written Answers. - Appointment of Substitute Teachers.

andMr. E. Collins asked the Minister for Education if he is aware of the financial burden on and the other difficulties being now experienced by school principals and boards of management arising from his decision that substitute teachers be appointed by such principals and boards and that they pay the full costs of PRSI, tax and insurance; and whether he proposes to provide extra funds or other resources to meet these extra requirements.

Full recoupment of moneys paid to substitute teachers and of employers PRSI contribution is made to boards of management by my Department and a system of advance payments to chairmen of boards of management has been set up to ensure that boards will be in a position to make such payments.

I do not consider that any additional financial aid is necessary in the operation of the system.
