asked the Minister for the Environment if he is aware that Glenville estate, Clonsilla, County Dublin, which was built over 12 years ago, has not yet been taken in charge by Dublin County Council and that this has given rise to a large number of environmental problems, especially in the areas of road cleaning, landscaping, etc; if, in the circumstances, he will take action to allow this estate to be taken in charge as a matter of urgency; and if he will make a statement on the matter.

The taking in charge of housing estates is a matter for the local authority and I have no function in the matter. I understand from Dublin County Council that in regard to Glenville estate the roads and services (that is, sewers, watermains, public lighting, and so on) were taken in charge by them in November 1978. The open space has been under discussion between the developer and the council and the current position is that agreement has been reached that, on the payment of a contribution to the council and completion of the necessary legal agreements, they will include the open space in their works programme. The county council have also indicated that they are having the complaint in regard to road cleaning of the estate investigated.
