asked the Minister for the Environment the position regarding approval for the erection of 14 houses for the elderly at St. Ciaran's Park, Roscommon by Roscommon County Council; when the scheme was approved by his Department; and if funds have been allocated to allow for tenders.

Roscommon County Council plan to provide a scheme of ten old persons' dwellings at St. Ciarans Park, Roscommon.

Under devolved procedures, it is a matter for each local authority to plan and initiate any housing scheme of 60 houses or less having regard to the housing needs in their functional area and to the capital resources available; consequently the question of my approval to this scheme does not arise. No application for capital finance has been received by my Department for this scheme. I understand from the local authority that a layout for the scheme is being prepared at present.
