asked the Minister for the Environment if he will give details of the special fund to which he referred in-his address at the annual dinner of the Institute of Clerks of Works for undeveloped housing estates; and if he will consider the Violet Hill Estate, Glasnevin, Dublin, for priority for assistance under this fund.

A sum of £150,000 has been provided in this year's Estimates to assist planning authorities in the completion of unfinished private housing estates where all other efforts to secure their completion have failed. The distribution of the allocation will be decided as soon as possible. It will be for local authorities concerned to decide on the eligibility of schemes, having regard to the stipulated criteria, and on their priorities.

It has been ascertained from the corporation that in relation to the Violet Hill Estate agreement has now been reached with the developers that the corporation will take in charge all the roads, footpaths and lanes in the estate including all underground services. The necessary maps are being drawn up and it is anticipated that the formal order approving the taking-in-charge will be made in the very near future.

On 10 September 1980 an enforcement notice was served on the developers requiring that all outstanding works on the open spaces be completed. The time limit in the enforcement notice expired on 31 January 1981 without the necessary work on the open spaces being carried out. Accordingly, the matter has now been referred to the corporation's law agent for necessary prosecution proceedings in court.
