(Cavan-Monaghan) asked the Minister for the Environment if he is aware that a person (details supplied) in County Monaghan applied for a fuel conversion grant, that his application was acknowledged as being in time and that he was informed in November 1980 that his file had been referred to the inspector for investigation and report; if he is further aware that since then he has had no communication from the Department and that the grant has not been paid; and if he will make a statement on the matter and arrange for the payment of the grant.

An application for a solid fuel grant was received from the person named on 31 January 1980. I am aware that the applicant was informed in November 1980 that his application had been referred to the Department's inspector. The inspector's report has not yet come to hand, but he is being asked to discharge the case as soon as possible so that the grant can be paid, if in order.

(Cavan-Monaghan) asked the Minister for the Environment if a home improvement grant of £600 is due to a person (details supplied) in County Cavan; if he is aware that the applicant is on permanent disability benefit and that he has a wife and two adopted children to support; and if he will treat this case as urgent and arrange for the immediate payment of the grant.

The house improvement grant of £600 was paid in this case on 18 February 1981.

(Cavan-Monaghan) asked the Minister for the Environment if he is aware that a person (details supplied) in County Cavan is an applicant for a home improvement grant, that the work has been completed for a very considerable time and that the applicant has requested an inspection and payment; if he will give particulars of the application, including the dates of the application and the notice of the completion of the work; the number of applications or recommendations made on behalf of the applicant regarding this grant; if he will arrange to have the work inspected and the grant paid; and, if the file has been mislaid, if he will reconstruct a file and have the grant attended to as a matter of urgency.

Application for house improvement grants were received from the person named on 10 May 1978, and grants of £600 for reconstruction and £150 for the installation of sewerage services were approved following the receipt in October 1978 of evidence of planning permission. The applicant notified the Department on 11 June 1980 that the works had been completed. An inspection was carried out on 14 July 1980, but the inspector's report was lost in the course of transmission by post to the Department. Subsequently a duplicate record was prepared, a further inspection was carried out on 20 February 1981, and arrangements are now being made for the payment of both grants. Because of the loss in post of the record card relating to the case it is not possible to state the number of applications or recommendations made on behalf of the applicant.

(Cavan-Monaghan) asked the Minister for the Environment if he will give particulars of a home improvement grant application made on behalf of a person (details supplied) in County Cavan including the dates of application and of notification of the completion of the work; if he will explain the delay in inspecting the work and paying the grant; and if the file has been lost, if he will reconstruct the file with a view to inspecting this work and paying the grant, in view of the fact that the person definitely made an application.

An application for a house improvement grant for an extension to the house and the replacement of windows was received from the person named on the 15 January 1980.

The Deputy's question is the first indication my Department have received that the work may be complete. Accordingly, an inspection is now being arranged with a view to certification of payment of a grant, if in order. The inspection will be carried out as soon as possible.

asked the Minister for the Environment when the balance of home improvement and water/sewerage grants will be paid to a person (details supplied) in County Kilkenny.

My Department have no record of an application for either a home improvement or water/sewerage grant from the person named.

asked the Minister for the Environment when reconstruction, water and sewerage grants will be paid to a person (details supplied) in County Kilkenny, as work has been completed for a long time but inspection has yet to be carried out.

These grants will be paid shortly.

asked the Minister for the Environment when the balance of a home improvement grant will be paid to a person (details supplied) in County Kilkenny as all work has been completed.

The balance of the house improvement grant will be paid when an inspection establishes that work has been satisfactorily completed. The inspection will be carried out as soon as possible.

asked the Minister for the Environment when reconstruction and conversion to solid fuel grants will be paid to a person (details supplied) in County Kilkenny.

The solid fuel grant will be paid in this case if it can be established that the work did not commence within a year of the date of completion of the house. A reply is still awaited from the applicant to the Department's query of 22 September 1980 regarding the age of the house.

asked the Minister for the Environment when a home improvement grant will be paid to a person (details supplied) in County Kilkenny.

A house improvement grant will be paid if and when an inspection establishes that the work has been satisfactorily completed and is eligible for a grant. The inspection will be arranged when the applicant notifies the Department that the work has been completed.
