(CavanMonaghan) asked the Minister for the Environment the total allocation to County Cavan under the local improvements scheme in 1973, 1974, 1975, 1976 and 1977.

As the reply is in the form of a tabular statement, I propose, with the permission of the Ceann Comhairle, to circulate it with the Official Report. Following is the statement:

(Cavan-Monaghan) asked the Minister for the Environment the date on which it is proposed to notify local authorities of the allocation under the local improvements scheme for 1981; and if he will explain the delay in conveying this information to the local authorities.

County councils will be notified in the near future of their allocations under the local improvements scheme for 1981. This year, expenditure under the scheme will be related to the EEC, FEOGA proposals, details of which have been the subject of negotiations with the EEC authorities.

(Cavan-Monaghan): Does the Minister realise that we have now practically completed three months of this financial year and, because the county councils have not been notified, no final plans can be made for this very important work of repairing access roads or lanes to houses? Is he aware that the net result of it will be that only a fraction of the money will be spent if there is any allocation?

As far as I know, the hold-up was in relation to FEOGA aid and also in relation to the "Western Package". There were negotiations with EEC authorities but I wish to inform the Deputy that county councils throughout the country will be receiving information on Monday next.

(Cavan-Monaghan): Will they be getting more or less than last year?

There is an increase on last year's figure.

(Cavan-Monaghan): Could the Minister say why this fund or scheme was not kept within the Minister's Department, the money provided in the ordinary way and local authorities notified in good time so that the work could proceed?

There is no hold up in the work as far as I know.

(Cavan-Monaghan): Of course there is a hold up.

Generally this work commences between April and October.

(Cavan-Monaghan): Is the Minister aware that I am getting frequent replies from my county council to the effect that depending on the availability of funds, it is hoped to inspect certain proposals?

(Cavan-Monaghan): Certain schemes will be inspected but even inspections are being held up pending the Minister's allocation of funds. Is the Minister not aware that this is like withdrawing the grants for repairing houses. It is hitting the poorest and most deprived people. It is a disgrace.

The Deputy wants me to take the baby out of his arms.

(Cavan-Monaghan): I want the Minister to get on with the job.

We will look after it and Cavan County Council will be well looked after.
