Ceisteanna—Questions. Oral Answers. - County Cavan Grant Application.

(Cavan-Monaghan) asked the Minister for the Environment if a person (details supplied) in County Cavan applied for an installation grant in addition to a fuel conversion grant; the date on which he applied; if he will arrange for an inspection and for the payment of the grant without further delay; and if he will make a statement on the matter.

The person named applied to the Department for a house improvement grant for thermal insulation works on 29 January 1980. However, as he had been paid a new house grant in respect of this house within the preceding ten years and as insulation works do not come within the limited categories of work which qualify for special second grants under the Housing Regulations Act, 1980, a grant cannot be allowed. The applicant was informed accordingly.

(Cavan-Monaghan): Does that mean that the small grant for attic insulation is not going to be paid?

The Deputy should have addressed his question to the Minister for Energy. If he gets in touch with the Department of Energy, they will be able to let him have the necessary information.

(Cavan-Monaghan): Can the Minister say whether that grant will be paid?

I cannot say. That is a matter for the Department of Energy. I presume if the applicant complies with the regulations which are laid down that there will be no problem.

(Cavan-Monaghan): This is another bit of thimble rigging.

Is that what it is called in County Cavan?

(Cavan-Monaghan): It is called “find the lady”. Does the Minister not agree that his answer is like something a three card trick man would give?

The Deputy put down a question and I answered it.

On a point of order, neither the Minister for Labour nor the Minister of State at that Department are here to answer questions.

That is not a point of order.

We have no hope of getting satisfactory replies. I have not yet had an opportunity to question the Minister for Labour. He has not come into the House to answer questions. I wish to protest about this.

I am here to give the answers if the Deputy wants them.
