Written Answers. - Drogheda Port By-Laws.

andMr. Bruton asked the Minister for Transport when his Department received the draft by-laws relating to the discharge, loading, handling, storage and distribution of oil within the limits of Drogheda port, which are intended to prevent accidents; when he made a decision on them; and if they are now in force.

Drogheda Harbour Commissioners submitted for my approval in February 1978 draft by-laws relative to the discharging, loading, handling, storage and distribution of petroleum within the limits of their harbour.

Examination of the by-laws entailed consultation with various Government Departments, as a result of which substantial amendments of the proposed by-laws were necessary. Earlier this month the harbour commissioners were asked by my Department to publish statutory notice of submission of the proposed by-laws for my approval. A period of 60 days after publication must be allowed for the submission of objections. On the expiration of this period and, subject to the consideration of any objections that may be received, I would hope to approve the by-laws without delay.

With regard to the question of the prevention of accidents, I should point out that regulations made by the Minister for Labour under the Dangerous Substances Act, in September 1979 which impose stringent requirements in regard to the loading, unloading and storage of petroleum, apply and are being enforced at Drogheda Harbour.
