asked the Minister for the Environment the reason for the delay in the payment of a new house grant to a person (details supplied) in County Waterford as the house has been completed and is being lived in for the past ten months.

There has been no delay in my Department in dealing with this case. When the applicant returns the form sent to him in July 1980, duly completed and certified by his inspector of taxes arrangements will be made for an inspection with a view to approval and payment of a grant, if in order.

asked the Minister for the Environment the reason for the delay in the payment of a new house grant to a person (details supplied) in County Waterford as the house has been completed and is being lived in for the past seven months.

There has been no undue delay in dealing with this case. A grant will be paid when an inspection establishes that the house has been completed and that the conditions applying to the grant scheme have been complied with. The inspection will be carried out as soon as possible.

asked the Minister for the Environment when a grant will be approved in principle for a person (details supplied) in Dublin so that the proposed home improvements can be carried out.

Advertisements in the national papers and a statement issued by the Government Information Services on 14 August 1980 informed persons who have had applications for house improvement grants accepted by the Department, as in the case referred to in the question, that they could proceed with the improvement works without prior inspection and grant approval and without prejudicing their entitlement to a grant, provided they complied with the other requirements of the scheme. Applicants must, however, complete satisfactorily the relevant works and claim payment of the grant in writing not later than 30 June 1981.

asked the Minister for the Environment if he will state in the case of a person (details supplied) in County Dublin why an inspector's recommendation for a home improvement grant of £500 for work already completed and for a further £100 for other work when undertaken, has been amended to grant only £500 and this not until the remainder of the work has been completed; and if he will now agree to pay the original £500 as recommended by the inspector.

House improvement grants under Part Three of the Housing Regulations, 1980, are payable only after the completion of all the works necessary to bring the house up to the required standard. In this case a grant of £600 has been approved and this grant will be paid in full if all the work included in the job description issued by the Department is satisfactorily completed and payment is claimed on or before 30 June 1981. It is not correct to state that an instalment of £500 was recommended by the inspector.
