asked the Minister for Industry, Commerce and Tourism if he is aware of the growing concern among retailers in the Republic of Ireland with regard to defending their rights against the onslaught of multinational companies throughout the country; if he will introduce legislation to safeguard the interests of the Irish retailer and consumer; and if he will make a statement on the matter.

Deputies were afforded an opportunity to debate these matters when the Restrictive Practices (Confirmation of Order) Bill, 1981 was discussed and passed by this House on 24 March 1981.

I am aware that retailers are concerned about competition in the distribution of groceries and in this connection representatives of independent wholesalers and retailers have made certain recommendations to me for action. These have been the subject of consideration in conjunction with the inquiry by the Restrictive Practices Commission into below cost selling of grocery goods. The Deputy will be aware that I published my decisions on the commission's report and made an order under the Restrictive Practices Act, 1972, to implement the recommendations. I have also decided to request the Restrictive Practices Commission to hold a full scale inquiry into the supply and distribution of grocery goods.

What are the intentions of the Minister in relation to the announcement of the commission to look further into the retail trade in the light of the announcement yesterday of the three major independent groups not to give evidence to the commission?

It is regrettable that the interests involved are not prepared to take part. It would add tremendously to the work of the commission if all parties were prepared to row in and help.

Could the Minister indicate why they will not take part?

I have no information at all as to that.

May I tell the Minister that the reason is because already they have all that information, and so has the Minister since 1972, and this is a waste of money and the Minister knows that?
