asked the Minister for Social Welfare the reason for the delay in the payment of disability benefit to a person (details supplied) in County Cork.

The reason for the delay in payment was the difficulty in associating the medical certificates with the claim. The person concerned did not quote his RSI number on the front of his medical certificates but did quote it on the reverse side. This led to some delay in matching the certificates to the relevant claim documents. He claimed disability benefit from 24 January 1981 and was paid from 28 January, fourth day of incapacity at the maximum appropriate rate. All disability benefit and pay-related benefit due has been paid to 20 February 1981, after which date he resumed work.

asked the Minister for Social Welfare the reason disability benefit at the full rate was not paid to a person (details supplied) in County Cork.

The person concerned claimed disability benefit from 30 June 1980 and was paid at the maximum appropriate rate from 3 July 1980, fourth day of incapacity, to 18 October 1980, after which date he was certified fit to resume work. He was paid a total of £706.84 for the period of his claim representing payment for 15 weeks and three days at the rate of £45.60 per week. In the circumstances he was paid the full amount of disability benefit to which he was entitled in respect of the period in question and no further payment is due to him. He was not entitled to payment of pay-related benefit as the weekly rate of flat-rate disability benefit in payment exceeded his average weekly earnings in the tax year relevant to this claim.
