asked the Minister for Social Welfare when payment of disability benefit will be made to a person (details supplied) in County Dublin who has received no payment for four weeks.

The person concerned claimed disability benefit from 4 March 1981 and has been paid from 7 March, fourth day of incapacity, at the maximum appropriate rate.

Payment of all disability benefit and pay-related benefit due has been made to 1 April 1981.

asked the Minister for Social Welfare if disability benefit will be paid to a person (details supplied) in County Meath.

The person concerned claimed disability benefit from 18 February 1981 and has been paid all disability benefit and pay-related benefit due from 21 February 1981, fourth day of incapacity, to 3 April 1981.

asked the Minister for Social Welfare if a person (details supplied) in County Meath will be paid disability benefit.

The person concerned claimed disability benefit from 8 December 1980 and has been paid from 11 December, fourth day of incapacity, to 28 February 1981 at the maximum appropriate rate. She has also been paid maternity allowance from 2 March 1981 to 4 April 1981 and further payments will issue as they fall due.

The question of her entitlement to pay-related benefit is being investigated and any benefit due will issue as soon as possible.

asked the Minister for Social Welfare when disability benefit will be paid to a person (details supplied) in County Dublin.

The person concerned claimed disability benefit from 23 February 1981 and has been paid all disability benefit and pay-related benefit due from 26 February 1981, fourth day of incapacity, to 1 April 1981.

asked the Minister for Social Welfare the reason for the further delay in the payment of disability benefit to a person (details supplied) in County Kilkenny.

The person concerned claimed disability benefit from 17 February 1981 and has been paid all disability benefit and pay-related benefit due from that date to 7 April 1981.

There was no delay in the payment of benefit in this case after 19 March 1981. Further payments issued on 23 March, 30 March, 2 April and 6 April 1981.

asked the Minister for Social Welfare the reason for the delay in the payment of disability benefit to a person (details supplied) in County Kilkenny.

The person concerned claimed disability benefit from 14 February 1981 and has been paid at the maximum appropriate rate from 18 February, fourth day of incapacity. All disability benefit and pay-related benefit due to 4 April has issued.

The delay in payment is due to the fact that he is putting his insurance number, instead of his RSI number, on his medical certificates.

asked the Minister for Social Welfare the reason for the delay in the payment of disability benefit to a person (details supplied) in County Carlow.

The person concerned claimed disability benefit from 9 March 1981 and has been paid from 12 March, fourth day of incapacity at the maximum appropriate rate. All disability benefit and pay-related benefit due to 2 April has issued.

The delay in payment was due to the fact that no medical evidence was received between 9 March, date of first certificate, and the intermediate certificate dated 23 March.

asked the Minister for Social Welfare if unemployment assistance will be paid to a person (details supplied) in County Westmeath.

The claim of the person concerned to unemployment assistance was allowed some time ago and all unemployment assistance due to date has been paid. The question of her entitlement, if any, to unemployment benefit is still under investigation and is expected to be finalised shortly.

asked the Minister for Social Welfare the reason a decision on a death grant application has not been communicated to a person (details supplied) in County Dublin.

The person concerned is not entitled to a death grant under the Social Welfare Acts as the relevant contribution conditions for the receipt of the grant are not satisfied on her late husband's insurance or on her own insurance. She was notified to this effect on 30 January 1981.

She was also informed that as her late husband had been in insurable employment in the United Kingdom her claim had been transferred to the Department of Health and Social Security for attention.

asked the Minister for Social Welfare why unemployment assistance was not paid to an applicant (details supplied) in County Mayo.

All unemployment assistance due to the person concerned was paid to her on 19 March last. The payment represented the amounts of unemployment assistance due in respect of the period of her claim less the amounts already advanced to her by way of supplementary welfare allowance.

asked the Minister for Social Welfare if a non-contributory old age pension has been paid to an applicant (details supplied) in County Mayo.

The person in question is in receipt of old age non-contributory pension at the maximum rate. She also receives the relevant increase due to a pensioner living alone.

asked the Minister for Social Welfare the reason for the delay in the payment of disability benefit to a person (details supplied) in County Waterford.

The person concerned was paid disability benefit from 28 May 1980 to 1 November 1980 and maternity allowance from 3 November 1980 to 24 January 1981. She resumed her claim for disability benefit from 26 January 1981 but on the medical certificates submitted in connection with the claim, she failed to enter her number. The medical certificates had to be returned to her for insertion of the number. On their return all disability benefit due to 4 April 1981 was issued.

asked the Minister for Social Welfare the reason for the delay in the payment of disability benefit to a person (details supplied) in County Waterford.

The person concerned claimed disability benefit from 2 March 1981 and has been paid from that date at the maximum appropriate rate. Payment of all disability benefit due, less the amount reimbursed to the health board of supplementary welfare allowance advanced, has been paid to 4 April.

The delay in payment was due to the fact that it was necessary to ascertain from the health board the amount of supplementary welfare allowance due for refund before payment of the balance of the benefit could be made.

When details of his earnings are available pay-related benefit, if due, will issue.

416.

asked the Minister for Social Welfare the reason for the renewed delay in paying disability benefit to a person (details supplied) in County Waterford who has a young family and who has received no payment since 27 February, 1981.

The person concerned claimed disability benefit from 12 December 1980 and has been paid from 16 December, fourth day of incapacity, at the maximum appropriate rate. All disability benefit and pay-related benefit due to 11 April has issued.

The delay in payment is due to the fact that he is still quoting his insurance number, instead of his RSI number on his medical certificates and this has resulted in difficulty in associating them with his claim.

asked the Minister for Social Welfare the reason unemployment assistance was not paid to seasonal fishermen (details supplied) in County Waterford who have had no income for some months.

The two persons concerned who are brothers refused to be interviewed by a social welfare officer who called to their home in the course of investigations related to their claims for unemployment assistance. Consequently their claims had to be disallowed.

One of the brothers has recently indicated that he is now willing to be interviewed and arrangements have been made to have the case dealt with as quickly as possible.

418.

asked the Minister for Social Welfare when an old age pension will be restored to a person (details supplied) in County Meath.

Payment of the non-contributory old age pension of the person concerned has been suspended pending the local pension committee's decision on a question for revocation of the pension from 23 January 1981. A recent review of her case indicates that her means exceed the statutory limit of £27 weekly.

There will be a right of appeal against the pension committee's decision.

asked the Minister for Social Welfare when the payment of disability benefit will be restored to a person (details supplied) in County Westmeath.

The person concerned claimed disability benefit from 11 February 1980 and was paid from 14 February, fourth day of incapacity, at the maximum appropriate rate. Payment of benefit, which was suspended on 2 March 1981, has been resumed and all benefit due to 11 April 1981 has been paid.

He is not entitled to pay-related benefit.

asked the Minister for Social Welfare if he will arrange for the immediate payment of disability benefit to a person (details supplied) in County Galway.

The person concerned has been paid all disability benefit and pay-related benefit due to 7 April 1981.

421.

asked the Minister for Social Welfare when disability benefit will be paid to a person (details supplied) in County Kilkenny.

The person concerned claimed disability benefit from (1) 15 October 1980 to 1 November 1980, (2) 4 November 1980 to 17 November 1980 and (3) 24 January 1981 to 31 January 1981. At the time he made his claims he was not entitled to payment as he had not the statutory minimum of 26 contributions in the contribution years 1978/79 and 1979/80 which governed his claims. Following inquiries it has been established that he had sufficient weeks of insurable employment in those years to qualify him for payment. All disability benefit due in respect of the three claims has been paid.

He later claimed injury benefit in respect of an accident at work in March 1981. Pending investigation of his claim he has been paid disability benefit, on an interim basis, from 10 March 1981 to 3 April 1981, less supplementary welfare allowance advanced by the health board.

He will be notified of the result of the investigation into his title to injury benefit when the inquiries have been completed.

When details of his earnings are available pay-related benefit, if due, will issue.

422.

asked the Minister for Social Welfare when unemployment benefit will be paid to a person (details supplied) in County Kilkenny.

According to the records of my Department the person concerned has been in receipt of unemployment benefit at the rate of £48.40 since the commencement of his claim on 24 November 1980 and all benefit due to date has been paid.

He is not entitled to pay-related benefit as he had insufficient earnings during the relevant income tax year — April 1978 to April 1979.

asked the Minister for Social Welfare when disability benefit will be paid to a person (details supplied) in County Kilkenny.

The person concerned claimed disability benefit from 18 March 1981 and has been paid from 21 March, fourth day of incapacity, at the maximum appropriate rate. All disability benefit and pay-related benefit due has issued to 3 April 1981.

He had previously claimed disability benefit and was paid to 7 March 1981 at which stage payment ceased following examination by a medical referee of my Department who considered him capable of work.

asked the Minister for Social Welfare if he is aware that, notwithstanding the reply to Parliamentary Question No. 374 of 1 March 1981 a person (details supplied) in County Dublin has so far received no disability benefit.

The cheque paying disability benefit to the person concerned in respect of the period up to 11 March 1981 was issued in error to an incorrect address. A duplicate payment issued to her on 24 March 1981. A further cheque has since issued paying her up to 1 April 1981.

asked the Minister for Social Welfare is he is aware of the requests made by the Single Women's Association for changes in the social welfare system to take into account, in particular, those women who have spent a large part of their life caring for their parents; and if he has any proposals in this regard.

The Single Women's Association in their pre-budget submission to the Minister for Finance raised a number of matters concerning single women in the social welfare code which were brought to my attention.

The weekly rates of payment under the single women's allowance scheme, which was designed to cater particularly for the category of persons referred to in the question, were increased by 25 per cent from 2 April in line with the increases granted to long-term social welfare beneficiaries.

I should add that the position of single women under the social welfare code, in common with all other categories of beneficiaries, is kept under constant review.

asked the Minister for Social Welfare if he will arrange for the payment of disability benefit to a person (details supplied) in County Tipperary.

The person concerned claimed disability benefit from 23 February 1981 and has been paid from 26 February, fourth day of incapacity, at the maximum appropriate rate. Payment has been made of all disability benefit due to 14 March 1981, after which date he ceased to be entitled to such benefit as he had attained age 66 years. When details of his earnings are available pay-related benefit, if due, up to 14 March 1981 will issue. He has been advised to complete an application form for old age contributory pension and to submit it to my Department.

asked the Minister for Social Welfare if he will arrange for the early payment of disability benefit to a person (details supplied) in County Tipperary.

The person concerned claimed injury benefit from 11 March 1981 in respect of an accident at work on 10 March 1981. Pending investigation of his claim he has been paid disability benefit, on an interim basis, from 14 March 1981, fourth day of incapacity. All disability benefit due has issued to 7 April 1981.

He will be notified of the result of the investigation into his title to injury benefit when the inquiries have been completed. When details of his earnings are available pay-related benefit, if due, will issue.

asked the Minister for Social Welfare when investigations will be completed in the case of a person (details supplied) in County Meath.

The person concerned was in receipt of disability benefit from 6 March 1972 to 16 February 1981 when payment was suspended following a report that he had been working while in receipt of benefit. The investigation into the alleged irregularity has proved more protracted than had been anticipated. It is hoped, however, to obtain details of the employment and to have the matter brought to finality at an early date.

The person concerned claimed disability benefit from 11 March 1981 and has been paid at the maximum appropriate rate. All disability benefit and pay-related benefit due from 14 March 1981, fourth day of incapacity, to 3 April 1981 has issued.

asked the Minister for Social Welfare the reason a prescribed relative's allowance was refused to a person (details supplied) in County Kerry.

It is a condition for payment of prescribed relative allowance that the prescribed relative must not be in receipt of or entitled to receive certain benefits and allowances including old age pension, at a rate equal to or higher than the rate of the prescribed relative allowance.

The prescribed relative in this case is an old age pensioner who is in receipt of an old age pension at the maximum rate. The condition referred to has not therefore been fulfilled in his case. The claim accordingly has had to be disallowed.
