asked the Minister for the Environment the reason for the delay in the payment of a reconstruction grant to a person (details supplied) in County Cork; and when payment will issue.

There has been no undue delay on dealing with this application. The grant cannot be paid until an inspection establishes that the work has been satisfactorily completed. When last inspected in February 1980 the work was not complete and notification of completion is still awaited from the applicant before a further inspection can be arranged.

I cannot comment on what delay, if any, occurred in this case as the file is with the Department's local inspector. Payment will be made if and when an inspection establishes that the work qualifies for a grant and has been satisfactorily completed.

Grants for reconstruction work and sewerage installation will be paid shortly to the person named. He did not apply for a grant for the provision of a water supply. Notification that work was complete was received on 11 February 1981 so there has been no delay in dealing with this case.

Under the solid fuel grants scheme grants are not payable for the replacement of existing solid fuel appliances. In this case the applicant stated in her application that she already had a back boiler and she was notified on 18 September 1980 that a grant could not therefore, be allowed. The delay in notifying her was due to the large number of applications on hands.

Payment will be made in this case if and when the applicant establishes, to the satisfaction of the Department, that he had entered a binding commitment on or before 21 January 1980 for the carrying out of the work and an inspection confirms that the work has been completed and is eligible for a grant. The inspection will be carried out as soon as possible. The necessary contractor's certificate for the execution of the works was received in March 1981 so there has been no undue delay on the part of the Department in dealing with this application.

This grant will be paid if and when an inspection establishes that the work has been satisfactorily completed. The work was not complete when last inspected in March 1981 and another inspection cannot be arranged until notification that all work has been completed is received from the applicant. There has been no undue delay on the part of the Department in dealing with this case.

The house improvement and solid fuel grants were paid on 13 November 1980 and 29 January 1981 respectively. Any delay in dealing with this case has been due to the large volume of applications being processed by my Department.

The house improvement grant was paid on 26 June 1979 and the solid fuel grant will be paid shortly. There was no delay in dealing with the former application and in the case of the latter application the delay has been due to the large volume of applications being processed in my Department.

The solid fuel grant was paid on 11 March 1981. The house improvement grant will be paid when an inspection confirms that the work has been completed satisfactorily. Notification of completion was received on 17 February 1981. Any delay in dealing with the solid fuel application was due to the large volume of applications being processed in my Department.

A house improvement grant of £600 was approved in this case on 14 March 1980 and an instalment of £300 was paid on 16 March 1981. Payment of the balance of the grant cannot be considered until the applicant notifies the Department that work is complete. There has been no undue delay on the part of the Department in this case.

Grants for reconstruction work and the provision of water and sewerage facilities were paid to the person named on 2 April 1980. There was no undue delay in this case.

Further consideration cannot be given to this application unless and until the applicant can establish to the satisfaction of the Department that he had entered into a binding commitment on or before 21 January 1980 to have the work carried out. He was asked to furnish evidence of such a commitment in March 1980 and again in November 1980. There has been no delay on the part of the Department in dealing with this case.

This grant was paid on 16 October 1980. There was no delay in my Department in processing the application.

On the basis of the information provided, my Department is unable to trace an application for a new house grant from the person named. If the Deputy confirms the name and address under which the application was made, the name of the builder and the location of the new house, I will arrange to have a further investigation carried out.
