I understand that the matter is being dealt with under the provisions of the Conciliation and Arbitration Scheme for the civil service at the Houses of the Oireachtas Departmental Council. Under the provisions of the scheme the proceedings of the council are confidential. In the circumstances it would not be appropriate for me to comment on the negotiations. I understand, however, that it is hoped the matter will be finalised shortly. I would add that the matter is not being held up by my Department.
