Written Answers. - Employment of Substitute Teachers.

asked the Minister for Education the names of the 13 schools which are involved in the employment of substitute teachers since 1 January 1981 and which are affected by circulars 21/80 and 22/80 of his Department; and if he will indicate the manner in which they are affected.

It would not be in accordance with normal practice to identify the individual schools referred to in the question from the Deputy.

Circulars 21/80 and 22/80 outline the terms for the employment and payment of substitute teachers in national schools during teachers' approved absences. This task, which had been the function of the absent teacher up to December 1980 became the responsibility of the school board of management with effect from 1 January 1981. The duties involve employing and paying the substitute, making the appropriate PAYE tax and pay-related social insurance deductions and maintaining the necessary records. The substitute's salary and employer's PRSI costs are recouped by the Department to the school board of management and there is provision for advance payments to schools where such payments are necessary.
