Order of Business.

It is proposed to take business in the following order: Nos. 4 to 12, inclusive, and No. 16; Private Member's business from 7 p.m. to 8.30 p.m. —item No. 27 (resumed). By agreement, the final speaker in the debate will be called not later than 8.15 p.m. to conclude the debate not later than 8.30 p.m. The speech of each other Member in the debate shall not exceed 25 minutes.

On the Order of Business, I wish to ask why the Minister for the Environment has reneged on a promise which he gave in public after the Fianna Fáil Ard-Fheis to introduce in this House on the first sitting day after the recess the order necessary to give effect to the new £3,000 grant for house purchase.

I did not give such a commitment for the first sitting day. The local authorities are now being notified and the grant is operating as and from 10 April.

When were they notified?

Was the Minister mistaken when he indicated——

The Minister now says he will introduce it as soon as possible——

We know about promises being broken after an election but this is the first time a promise is broken before an election.

I wish to give notice of my intention to raise on the Adjournment the non-classification of the mountainous regions of County Waterford as disadvantaged areas.
