asked the Minister for Fisheries and Forestry whether there are any controls on the export or import of illegally captured whales or on the by-products of whaling operations.

The Wildlife Act, 1976 (Control of Export of Fauna) Regulations, 1979, prohibits the export of whales and parts of whales except under and in accordance with a licence granted by me. The EEC Council Regulation No. 348/81, which comes into force on 1 January 1982, will prohibit the import of certain specified whale products save under and in accordance with a licence. This regulation will be binding and directly applicable on all member states of the Community.

asked the Minister for Fisheries and Forestry whether Ireland has ratified the International Convention for the Regulation of Whaling; and, if so, the ratifying legislation.

Ireland has not yet acceded to the 1946 International Convention for the Regulation of Whaling but steps are being taken to seek Government approval to do so and to join the International Whaling Commission.
