asked the Minister for Social Welfare why disability benefit at the full rate has not been paid to a person (details supplied) in County Donegal.

The person concerned claimed disability benefit from 23 January 1981 and the payment was authorised at the maximum rate appropriate to a single man. The necessary claim forms on which to claim for his dependants issued to him on 4 March, 12 May and 1 July 1981, but were not received back in my Department. Following inquiries it has been established that he is a married man with two dependent children. A cheque in payment of the amount due to him in respect of his dependants from 27 January, fourth day of incapacity, to 1 August 1981 has issued to him.

asked the Minister for Social Welfare when disability benefit at the full rate will be paid to a person (details supplied) in Country Donegal.

The person concerned submitted medical evidence of incapacity for work in respect of the period from 18 February 1981 to 14 March 1981. In the absence of a completed claim form giving particulars of his dependants he was paid benefit for this period at the rate appropriate to a single man. A form on which to claim for dependants which issued to him on 31 March 1981 has not been returned. A duplicate claim has been issued to him and on return of the completed form any adjustment payment due for his dependants will be issued immediately.

asked the Minister for Social Welfare when disability benefit will be paid to a person (details supplied) in County Donegal.

The person concerned claimed disability benefit from 5 May 1980 and was paid at the rate appropriate to a married man with three qualified children to 11 May 1981 when he exhausted his title to the 52 weeks' benefits to which he is entitled as a person having less than 156 paid contributions to his credit. He subsequently claimed in respect of an additional child born on 24 April 1981 and a cheque for the arrears of benefit due in respect of this child to 11 May 1981 issued on 3 June 1981.

Where a claimant has 26 but less than 156 contributions paid in respect of insurable employment his title to benefit is limited to 52 weeks. As he has a total of only 80 contributions paid since his entry into insurance he cannot qualify for further payment of benefit until he has at least 13 weeks of insurable employment registered on his behalf subsequent to the date of last payment of benefit.

asked the Minister for Social Welfare the reason for the delay in the payment of disability benefit to a person (details supplied) in County Cork.

The person concerned claimed disability benefit from 18 May 1981 and has been paid at the maximum appropriate rate from 21 May, fourth day of incapacity. All payment due to 18 July has been made. He is not entitled to pay-related benefit. The delay in payment is due mainly to the fact that he is quoting his insurance number only on the medical certificates submitted in support of his claim. He has been notified of his RSI number and has been requested to quote both his insurance number and the RSI number on all medical certificates in future.

asked the Minister for Social Welfare the reason for the delay in the payment of disability benefit to a person (details supplied) in County Cork.

The person concerned has been in receipt of disability benefit continuously since February 1976 and is normally paid on the same day each week but medical evidence is required at monthly intervals only. Payment was made on this basis up to 27 June 1981 when the cheque prepared for issue to him was mutilated and it was necessary to make special arrangements for the issue of the payment due for that week. However the question of restoring him to the original method of payment was overlooked and payment ceased. The matter has since been rectified and all benefit due has been issued to him.

asked the Minister for Social Welfare the reason for the delay in the payment of disability benefit to a person (details supplied) in County Cork.

The person concerned claimed disability benefit from 11 May 1981 and has been paid at the maximum appropriate rate. All benefit due from 14 May, 4th day of incapacity, to 22 July 1981 has issued to him. The delay in the issue of payment, which was due to an administrative error, is regretted.

asked the Minister for Social Welfare the reason for the delay in the payment of pay-related benefit to a person (details supplied) in County Cork.

The person concerned claimed injury benefit on 5 January 1981 in respect of an incapacity which he alleged was due to an accident at work on 18 November 1980. Pending investigation of the claim, he was paid disability benefit on an interim basis for the period from 5 January to 31 January 1981, when he was certified fit to resume work. A cheque for the amount of pay-related benefit for the period from 15 January, 13th day of incapacity, to 31 January 1981 was issued on 24 March 1981. Following completion of inquiries regarding the nature and origin of his incapacity, injury benefit has been allowed from 1 January 1981 and all injury benefit due, less the amount of disability benefit paid on an interim basis, has been issued.

asked the Minister for Social Welfare the reason for the delay in the payment of disability benefit to a person (details supplied) in County Cork.

The person concerned claimed disability benefit from 23 March 1981 to 11 April 1981 after which date he was certified fit to resume work. He was paid up to 4 April but, due to a computer error, the payment for the period 5 April to 11 April 1981 did not issue. A cheque for the balance of benefit due has now issued.
