asked the Minister for the Environment if he will confirm that it is not the Government's intention to re-introduce domestic rates, whether directly or indirectly; and if he will confirm in particular that he will not permit local authorities to impose local charges for services such as domestic refuse, etc.

I have recently announced publicly that the Government do not intend to re-introduce domestic rates. I have no proposals from local authorities to impose charges for services such as collection of domestic refuse and, accordingly, the question of giving or refusing permission does not arise.
