asked the Minister for the Environment when the proposed new traffic by-laws will come into operation in County Galway; and if he will give details of when they will apply.

On 23 September 1981 the Garda Commissioner submitted traffic and parking by-laws, applying to the borough and county of Galway and the urban district of Ballinasloe, for my consent and on the same date he informed the local authorities that he had done so. Statutorily I cannot approve of the by-laws before the expiration of one month from the date of their submission. In the meantime, the by-laws are being examined in my Department and clarification is being sought on certain aspects. The locations at which particular measures might be implemented under any by-laws to which I may give my consent and the date of implementation are matters for the Garda Commissioner and the relevant local authority.
