Vol. 331 No. 2

Ceisteanna—Questions. Oral Answers. - Labour Court Decentralisation.

23.

asked the Minister for Labour if he will give immediate consideration to the appointment of a full-time resident officer in the Labour Court in Cork in order to facilitate the prompt settlement of industrial disputes.

The question of decentralising the Labour Court has been considered on a number of occasions in the past and the conclusion reached was that any such change would not be warranted. Industrial relations officers of the court are allocated disputes in designated provincial areas in addition to disputes arising in Dublin. This arrangment enables the officers to familiarise themselves with the problems of the particular areas concerned and to establish a relationship with representatives of industry and of the trade unions there.

I have had no complaints which would indicate that areas outside Dublin have suffered in any way as regards the availability of the conciliation service. The Labour Court itself also travels to hear cases in the provinces.

I believe that arrangements currently in force can provide an efficient service in the Cork and other areas of the country.

My understanding is different. I understand——

The Deputy should ask a question.

Many frustrations are caused as a result of the delay rather than the content of the dispute and the time spent in Cork by officers of the Labour Court very often relates to the time of the Dublin train rather than the purpose of their visit. In the light of this information, would the Minister reconsider?

I am not aware of this complaint, but I will certainly have it investigated.
