asked the Minister for the Public Service the extent to which flexi-hours have been introduced in the civil service indicating the Departments and offices concerned; and the number and percentage of officers availing themselves of their right to work at times other than standard civil service times; and having regard to the slow introduction of flexi-hours, if he will now take steps to apply flexi-hours more extensively.
Ceisteanna—Questions. Oral Answers. - Flexi-time Working in Civil Service.
Flexible working hours were introduced in the civil service in 1977 on a pilot basis. Initially less than 600 staff, mainly in the executive grades, in six Departments and offices were comprehended by the pilot schemes. The schemes were later extended to cater for clerical and other grades and currently embrace a total of 5,243 staff in 11 Departments and offices. Generally, where the opportunity to participate in a pilot scheme has been available to staff, over 90 per cent have opted to join the scheme. Details of the Departments and offices operating pilot schemes and the number of staff availing of flexible working hours are given in the form of a tabular statement which, with the permission of the Ceann Comhairle, I propose to circulate with the Official Report.
During the past year a review of the pilot schemes has been undertaken in conjunction with staff interests with a view to deciding on the future operation of flexible working hours throughout the civil service. The outcome of this review is expected shortly.
