asked the Minister for the Environment if he will consider the introduction of more severe fines, say £50 for the more blatant type of traffic obstruction, as it appears that the owners of many vehicles, particularly commercial vehicles, are not inhibited by the present fines for parking in a place where they obstruct other traffic.

The level of maximum penalties prescribed under the Road Traffic Acts will be open to review when a suitable opportunity for the introduction of amending legislation presents itself. The Deputy will appreciate that, in the meantime, a reasonable balance must be maintained between these maxima and the so-called "fine on the spot", or ticket system.
