asked the Minister for Trade, Commerce and Tourism the number of non-established civil servants appointed in his Department since 30 June 1981; and if he will give their names, terms of appointment, duties and rate of remuneration in each case.

No non-established appointments were made in the period in question.

asked the Minister for Education the number of non-established civil servants appointed in his Department since 30 June 1981; and if he will give their names, terms of appointment, duties and rate of remuneration in each case.

The information requested by the Deputy in respect of non-established civil servants appointed in my Department since 30 June 1981, as at 15 October, other than those: (a) appointed as a result of competitions conducted by the Civil Service Commissioners; (b) arising in the normal course of promotion, and (c) appointed to posts listed as scheduled occupations in the first schedule to the Civil Service Commissioners Act, 1956, is as follows — Five appointments have been made on terms that the appointments are to terminate not later than the date on which the Government cease to hold office.

Three appointees, Ms. Miriam Ivory, Ms. Emily Mitchell and Ms. Teresa Kelly, are acting as personal assistants in general office duties in the office of the Minister and the office of the Minister of State at a remuneration of £141.88 per week.

Two appointees, Mr. Jeremiah Cronin and Dr. John W. Harris, are acting as my special advisers and were respectively Education Officer with the County Dublin Vocational Education Committee and Principal of Newpark Comprehensive School. These appointees have been seconded to their present positions and continue to receive their salaries from their former employers, subject to recoupment arrangements.

These salaries are as follows: Mr. Cronin — £15,540 per annum; Dr. Harris — £16,288 per annum (including allowances).

The Deputy may, perhaps, have been prompted to table the question because of recent newspaper publicity concerning the appointments of Mr. Cronin and Dr. Harris and also publicity regarding two other individuals and, in particular, a front page lead story in the Evening Herald of 3 September 1981 headed `Sack Fianna Fáil Men Say Unions'.

This article relates to the status of the Deputy Secretary of the Department and also of the Information Officer. While it is true to say that neither of these officers entered the civil service through the normal channels, their position is now that of established civil servants.

The Deputy Secretary first served as a non-established officer as Private Secretary to the Parliamentary Secretary to the Government during the period 23 June 1951 to 22 February 1953 and as Administration Officer in the Government Information Bureau from 22 March 1957 to 9 September 1957.

The Government of the day decided, on 10 September 1957, that he should be absorbed into the civil service. He served as an officer of the Department of Education from 15 March 1973 until 31 January 1980. He had been elevated to the position of Deputy Secretary on 18 December 1979 and he was formally seconded, as from 1 February 1980, to the Department of the Taoiseach, where he served until 30 June 1981. At that stage he reverted to his position of Deputy Secretary in the establishment of my Department.

The information officer was absorbed into the civil service by the Government of the day on 6 July 1977 and given the rank of Assistant Secretary. He served in such grade in that Department from that date until 13 August 1981 when, at my request, he was seconded from the Department of the Taoiseach to act as information officer, holding the same grade, in my Department.

The advisers and the officers mentioned are all, in my opinion, carrying out their duties admirably.

It is assumed that the Deputy's question does not relate to appointments made through the normal recruitment machinery or to promotions made in the normal course. The information sought is therefore as follows:—

asked the Minister for Agriculture the number of non-established civil servants appointed in his Department since 30 June 1981; and if he will give their names, terms of appointment, duties and rate of remuneration in each case.

As the reply is in the form of a tabular statement I propose, with the permission of the Ceann Comhairle, to circulate with the Official Report the relevant particulars in respect of non-established civil servants appointed to my Department since 30 June 1981 other than those (a) appointed as a result of competitions conducted by the Civil Service Commissioners (b) arising in the normal course of promotions (c) appointed to posts listed as Scheduled Occupations in the First Schedule to the Civil Service Commissioners Act, 1956 and (d) appointments, made under excluding orders, in temporary positions of (i) agricultural officers for inspection duties under livestock headage schemes (ii) dairy laboratory assistants for milk recording duties and (iii) field assistants for seed propagation-production duties.
