asked the Minister for the Environment if the county managers of all housing authorities have absolute power in the allocation of houses to suitable tenants; and if he approves of the decision of county managers who refrain from meeting elected members of local authorities to discuss the merits of applicants.

The letting of dwellings is an executive function which is discharged by the manager who must let the dwellings, in accordance with a scheme of letting priorities made by the elected members of the local authority and approved by the Minister under section 60 of the Housing Act, 1966. The procedure to be adopted in determining the relative merits of applicants is a matter for individual managers.
