(Wexford) asked the Minister for the Environment when he will pay a house improvement grant to a person in County Wexford (details supplied).

This grant will be paid shortly.

An essential repairs grant has been approved in this case and payment will be made when the local authority certify that the relevant works have been satisfactorily completed.

The grant will be paid if and when an inspection establishes that the works were satisfactorily completed on or before 30 June 1981. The inspection will be carried out shortly.

A grant will be paid when an inspection establishes that the house has been completed and occupied and that the conditions applying to the grant scheme have been complied with. The inspection will be carried out shortly.

asked the Minister for the Environment when a new house grant will be paid to a person (details supplied) in County Wicklow.

There is no record in my Department of the receipt of an application for a new house grant from the person named. If the name and address in which the application was made and the location of the house are confirmed and the name of the builder is given the matter will be further investigated.

(Wexford) asked the Minister for the Environment when a fuel conversion grant will be paid to a person (details supplied) in County Wexford who began, carried out and completed the work within the specified times and who complied with all the necessary requirements in the matter.

A solid fuel grant is payable only in respect of works which commenced on or after 1 June 1979. The work in this case was started in May 1979, and the application was, accordingly, refused. The applicant was so informed on 26 November 1980.

Payment of a grant will be made in this case on the satisfactory completion of work, provided all the qualifying conditions of the relevant grants scheme are met.

(Wexford) asked the Minister for the Environment when a house improvement and water and sewerage grants will be paid to a person (details supplied) in County Wexford.

The Department's records show that grants in respect of water facilities and reconstruction work were paid to a person of the name in question, without either of the designations "Senior" or "Junior", on 17 January 1974 and 5 October 1978, respectively. A grant for the provision of water facilities was paid to another person of the same name, also without either designation, on 6 October 1978. There is no record in the Department of the receipt of a further application from a person of this name.

Under the Housing (Miscellaneous Provisions) Act, 1979, the latest date for the receipt in the Department of a claim for payment of this grant was 31 January 1980. As this statutory requirement was not complied with, payment of the grant cannot be made.

asked the Minister for the Environment when his Department will pay a house improvement grant to a person (details supplied) in County Westmeath, as the work was inspected and payment sanctioned before June last.

A grant cannot be paid in this case as evidence was not furnished to establish that, on or before 21 January 1980, the works had commenced, or a contract for carrying out of the works had been entered into, or the materials required for the carrying out of the works had been purchased, and also that the works were satisfactorily completed and that payment was claimed on or before 30 June 1981.

A grant will be paid when an inspection establishes that the house has been completed and occupied and that the conditions applying to the grant scheme have been complied with.

asked the Minister for the Environment if he will arrange for the immediate approval of a £1,000 new house grant and a £3,000 subsidy for a person (details supplied) in County Roscommon.

Approval of the £1,000 grant and a £3,000 mortgage subsidy will issue if and when an inspection establishes that the conditions applying to both schemes have been complied with. The inspection will be carried out shortly.

The conditions are set out in my Department's memorandum a copy of which I am arranging to have sent to the Deputy.

When the applicant submits the necessary documentation required to process the application, his eligibility will be investigated and an inspection arranged. A grant will be paid when the inspection establishes that all the conditions applying to a new house grant have been fulfilled.

On receipt of notification of completion of work in this case an inspection of the house will be arranged with a view to the payment of the approved grant if in order.

asked the Minister for the Environment the reasons the special grant to reduce dependence on oil was refused to a person (details supplied) in Dublin.

The application in this case related to the building of a chimney only. Under the Housing Regulations, 1980, a grant is payable in respect of a chimney which does not include a means of providing domestic hot water by way of solid fuel only when the work commenced prior to 1 June 1979. Work commenced in this case in January 1980, and the application was, accordingly, refused. The applicant was so informed on 23 July 1980.

The application in this case related to the building of a chimney only. Under the Housing Regulations, 1980, a grant is payable in respect of a chimney which does not include a means of providing domestic hot water by way of solid fuel only where the work commenced prior to 1 June 1979. Work commenced in this case in July 1979, and the application was, accordingly, refused. The applicant was so informed on 29 February 1980.

Payment will be made in this case when an inspection confirms that the work qualifies for a grant and was satisfactorily completed on or before 30 June 1981. The inspection will be carried out shortly.

The application form submitted under the 1981 scheme of house improvement grants has been returned to the applicant in this case as it was not fully completed when received in the Department on 17 November 1981. There is no record in the Department of any previous application or inspection relating to this house.

Under the Housing Regulations, 1980 (as amended), it was necessary for the payment of house improvement grants that the works be satisfactorily completed and a claim for payment received in my Department on or before 30 June 1981. As no claim for payment has been received in this case the grant cannot now be paid.

A reconstruction grant of £326 was paid in two instalments to the person named—£170 on 5 December 1979 and £156 on 25 June 1980. At this stage I am not in a position to comment on what delay, if any, occurred.

A grant of £416 was paid in this case on 20 July 1981. If the applicant did not receive the payable order she should request the issue of a duplicate by returning to the Department the appropriate form which issued to her on 17 September 1981.
