As these requirements were not complied with, a grant cannot be paid.

Under the Housing Regulations, 1980, as amended, it was a requirement of payment that, on or before 21 January 1980, the works had commenced, a contract for carrying out the works had been entered into or the necessary materials had been purchased. As the evidence furnished by the applicant indicates that the contract for the works was not entered into until 28 January 1980, a grant cannot be paid. For the same reason a grant was never approved.
