The works covered by the loan for which application has been made by Kinsale Urban District Council embrace both repairs and maintenance which the council should meet from its own resources, and improvement works the financing of which, in certain circumstances, may be assisted by way of a loan. Accordingly the council is being asked to examine their proposals in the light of the arrangements for the financing of improvement works set out in my Department's circular B.C.5/81 of 8 May 1981.
