Written Answers. - Water and Sewerage Schemes.

asked the Minister for the Environment the up-to-date position in relation to the Buncrana sewerage scheme, County Donegal.

Contract documents for this scheme are at present under consideration in my Department. The scheme must be considered in the context of the overall capital provision for sanitary services and the large number of schemes in progress and getting to construction throughout the country for which adequate finance must be provided including the following schemes in County Donegal:— Creeslough/Dunfanaghy Water Supply Scheme; Donegal Water Supply Augmentation Scheme (River Eske); Dunfanagh/Portnablagh Sewerage Scheme; Fahan Sewerage Scheme; Letterkenny Sewerage Scheme—Stage 1; Lough Mourne Regional Water Supply Scheme, Dunmore to Flushtown Bridge; Lough Mourne Regional Water Supply Scheme, Clady connection; Lettermacaward Water Supply Scheme; Rosses Regional Water Supply Scheme, Acres to Dungloe and Burtonport extension; Bundoran (Derryherk) Water Supply Scheme; Letterkenny Sewerage Improvement Scheme.

I am not at present in a position to say when approval will issue to the contract documents for the scheme.

asked the Minister for the Environment when work will commence on the Lettermacaward group water scheme, County Donegal; and the reason for the delay.

Lettermacaward group water scheme is dependent for a source on the Lettermacaward regional water supply scheme, work on which is due to commence this week. It is understood from Donegal County Council that the group is at present completing grant application forms and finalising the design for the scheme. On receipt of the forms and design, an estimate of cost will be prepared by the council. As soon as this estimate and the necessary forms are received in my Department, grants will be allocated to the scheme, if in order.

asked the Minister for the Environment when the Brittas Cottage drainage scheme, County Dublin, will be sanctioned.

Proposals for this scheme were received in my Department on 6 May 1981 and are under examination. These proposals must be considered in the context of the overall resources available for the water and sewerage programme, the number of schemes in progress or getting to construction at the present time, and the need to conserve capital for schemes of the highest priority. I am not at present in a position to say when a decision thereon will be conveyed to the local authority.

asked the Minister for the Environment when the contract for the extension to the Bohernabreena water supply, County Dublin, will be sanctioned.

Preliminary proposals for this scheme were received in my Department in February 1981 and are under examination. Having regard to the extent of the major water and sewerage scheme programme in progress in the Dublin area and the need to conserve available capital for schemes of the highest priority, I am not at present in a position to say when a decision thereon will be conveyed to the local authority.

asked the Minister for the Environment the up-to-date position of Rossnowlagh sewerage scheme, County Donegal; and when it will be sanctioned.

Contract documents for this scheme were submitted to my Department by Donegal County Council in May 1981 and are under examination. My Department have requested the council to confirm that the necessary sites for two pumping stations and a septic tank for the scheme have been acquired and that the planning of the scheme is complete. The council have also been requested to submit an up-to-date estimate of cost for the scheme, together with the council's proposals regarding development charges which may be levied in respect of the provision of sewerage facilities. I am not at present in a position to say when a decision on the scheme can be conveyed to the local authority.

asked the Minister for the Environment the up-to-date position in relation to the sewerage scheme for Dundrum, County Tipperary.

Contract documents for this scheme are under consideration in my Department. The local authority's proposals for the scheme must be considered in the context of the amount of capital available for the overall water and sewerage programme, the number of schemes in progress or getting to construction throughout the country, and for which adequate finance must be provided, including the following schemes in Tipperary, South Riding:— Cashel Sewerage Scheme; Tipperary Town Joint Sewerage Scheme; Galtee Regional Water Supply Scheme; Ardfinnan Regional Water Supply Scheme, Stage 2 B; Tipperary Town Water Supply Augmentation Scheme.

I am not at present in a position to say when approval will issue to the contract documents for the scheme.

asked the Minister for the Environment the up-to-date position in respect of the new Bundoran sewerage scheme, County Donegal; and when work will commence.

Contract documents for this scheme are at present under consideration in my Department. The local authority's proposals for the scheme must be considered in the context of the amount of capital available for the overall water and sewerage programme, the number of schemes in progress or getting to construction throughout the country, including a very considerable number of schemes in County Donegal. I am not at present in a position to say when approval will issue to the contract documents for the scheme or when work will start.

asked the Minister for the Environment the reason for the delay in commencing work on phase 2 of the Bundoran water supply scheme, County Donegal.

There is no formal phasing of Bundoran Water Supply Scheme. However, the scheme is being carried out in five separate contracts. Work is in progress on contracts 1 to 3.

Contract documents for contract 4 were received in my Department on 20 November 1981 and were approved, subject to certain modifications, on 2 December 1981.

The tenders for contract No. 5 were received in the Department in August 1981 and an additional document relating to tenders were received on 17 and 18 November 1981. Sanction to the relevant tenders issued on 2 December 1981.

asked the Minister for the Environment when tenders will be invited for the proposed Midleton sewerage and treatment works, County Cork; and if he will make a statement on the position.

The present position is that Midleton Urban District Council are preparing revised proposals for a sewerage scheme, incorporating a treatment works. It will be for the urban district council in consultation with the county council to finalise these and to consider also the financial implications, not merely of meeting their share of loan charges but also the cost of maintaining and operating the scheme. I shall consider any revised proposals put forward but it is not possible at this stage to indicate when tenders might be invited.

asked the Minister for the Environment if he is aware that stage 1 of the Conna regional water scheme is nearing completion; and if he will, as a matter of urgency, arrange that stage 2 will proceed as soon as stage 1 has been finalised.

I am aware that the Conna regional water supply headworks scheme is due for completion in the first half of 1982. When approval issued to the planning of this headworks scheme it was on the understanding that every effort would be made to ensure that the group potential in the area to be served would be developed to the full.

There are no proposals currently before my Department for a Stage 2 mains extensions scheme. Such extensions would be proper to be undertaken by group development, aided by the local authority, where necessary, for the provision of increased pipe sizes.

asked the Minister for the Environment if he will approve contract No. 3 in respect of the central regional water scheme which will supply water from Killarney to Farranfore, County Kerry.

Contract documents for these works were received in my Department on 19 February 1981 and have been examined. Following discussions between the council's consultant engineer, the chief assistant county engineer, and my Department's engineering inspector, it was agreed that a number of modifications to the contract documents would be necessary, together with a revised layout of the pumping station at Killarney. Kerry County Council were subsequently requested to submit the revised documents on 23 June 1981 and these are awaited in my Department.
