asked the Minister for the Public Service the number of authorised civil service posts in each Government Department or Office on 1 January each year from 1970 to 1981 and the number of posts filled on the same dates in the following grades: (i) higher, (ii) executive, (iii) clerical, (iv) sub-clerical, (v) professional, technical and scientific and (vi) industrial (manual).

The total numbers of certain authorised posts in each Government Department or office are shown in the annual Estimates volume. They relate to the end of the preceding year. In the case of some Departments the figures include categories of staff who are not civil servants—for example, sub-contractors—and the figures do not generally include industrial staff. It would not be possible for these reasons, and also because of the numbers and diversity of grades in the civil service, to furnish the detailed information requested by the Deputy without the expenditure of an inordinate amount of staff time which would not be justified.

As regards the numbers of posts filled on 1 January each year since 1970, the information sought by the Deputy is set out in a tabular statement which, with the permission of the Ceann Comhairle, I propose to circulate. This statement shows the numbers serving in occupational categories which correspond very closely with those mentioned by the Deputy in his question.

In addition some figures have recently been extracted for 1 July 1981 which show that the total number of authorised non-industrial posts on that date was 64,564 and the number serving was 60,663.

Notes: (a) Some revision of the classification of grades that are included in the different categories took place in 1976.

(b) As a result of a special survey of the numbers serving made in July 1981 it was found that the figures for previous years (which are compiled fr returns made by individual Departments and Offices) had been significantly understated.

(c) Figures relate to January of the year in question except for 1977, 1980 and 1981 which relate to July.
