asked the Minister for Agriculture if he will state in respect of his Department the amount by which the January 1981 Estimates under-provided for charges known to have existed at the time of the approval of the Estimates by the then Government; and in the case of the shortfall in provisions in relation to basic pay if he will state the areas in which such shortfalls occurred and the number of weeks' basic pay which the shortfall constituted for each such area.

In 1981 an additional £72.6 million has been provided in two Supplementary Estimates for my Department. Whilst it is not possible to state categorically, because of the open-ended nature of many of my Department's schemes, the precise proportion of the extra funds which related to under-provisions, nevertheless it is estimated that at least an additional provision of some £18 million would have been required at the time the Estimates were framed on the basis of the then known levels of farmer participation, approvals and expenditure for schemes in 1980.

In relation to pay the funds provided for my Department in the January Estimates were not understated to any significant extent.
