asked the Minister for Justice the progress that has been made to date on the development of community service orders for offenders who are brought before the courts having regard to the White Paper published last June.

The White Paper referred to by the Deputy set the 31 August 1981, as the latest date for submitting views to my Department on the proposed community service orders scheme.

Publication of the White Paper afforded an opportunity to individuals and groups who profess an interest in penal reform to influence the Government's thinking on the question of community service. Regrettably I have to say that the response to the White Paper, in terms of the number of individuals or groups who responded, was poor. Only half a dozen groups submitted views.

A Bill dealing with community service orders is currently being drafted and will be submitted to the Government for approval in due course.
