asked the Minister for the Environment having regard to the marked bias in the alphabetical distributions of surnames among TD's in comparison with the population in general, if he will request the Attorney General in the course of his review of the Constitution to recommend ways in which the constitutional provisions relating to the proportional representation system of election could be improved to remove alphabetical bias.

The order in which candidates' names appear on the ballot paper at Dáil elections is determined not by the Constitution but by statute which is capable of amendment by ordinary legislation if considered desirable.
