The delay in this case has been due to the failure of the applicant to supply evidence that, on or before 21 January 1980, a contract had been entered into for the carrying out of the works or the relevant materials had been purchased. The applicant was requested by my Department's inspector in October 1981 to forward this evidence but, to date, has not done so.
