It was not possible to provide service at the same time as for other applicants in the area because of a fault in the cable. As a result of the diversion of the staff to repairs of flood damage etc., the cable in question has not been attended to. It is expected however that service will be provided in about a month. It is normal practice to offer a refund when the installation of the telephone cannot be completed within three months of date of payment. This will not delay further the provision of service.

asked the Minister for Posts and Telegraphs how many times the telephone has been out of order in the past year in a case (details supplied) in County Dublin; the length of time on each occasion it has taken to repair and reconnect the line; the action he proposes to take to improve the situation to reduce the incidence of breakdowns; and if he will make a statement on the matter.

According to records, faults were reported on four occasions in the past 12 months. Two of the faults were repaired on the day they were reported. In the other two instances no faults were found when the line was tested. The line is now in good working order.

asked the Minister for Posts and Telegraphs the number of breakdowns involving more than one line that have taken place in the Blanchardstown area of County Dublin in the past year; the reasons for the number of incidents; the action he proposes to take to reduce the incidence of breakdowns; the average length of time it took to reconnect the broken lines in this area; the action he proposes to take to reduce this period; and if he will make a statement on the matter.

Details of the number of breakdowns involving more than one line are not readily available and would take a disproportionate amount of time to obtain. I regret that there has been delay in repairing underground cable faults which require attention by specially trained staff, in the Dublin area generally, but there have been no special problems in the Blanchardstown area in the past 12 months. A special programme of preventive maintenance is in hands for the entire 01 area and this will improve the service gradually for all subscribers. If the Deputy will let me have details of specific complaints I will have them investigated.

asked the Minister for Posts and Telegraphs if he is aware that the residents of St. Ronan's Park, Clondalkin, County Dublin, are anxious that the telephone box at the end of their park should be moved to a more central position in the park at a location which would not constitute a nuisance to any of the residents but which would be more convenient for them; and if in the circumstances he will issue the necessary instructions to have this done as soon as possible.

It is proposed to move the kiosk at St. Ronan's Avenue as soon as possible after the necessary consents have been obtained to an alternative site.

asked the Minister for Posts and Telegraphs if he will report on the complaints of a person (details supplied) in Dublin who paid for the installation of a telephone on 2 November 1981 which has never worked at any time since it was installed; if he is aware that notwithstanding this the subscriber has been debited a small sum for local calls and for six month's rental; and if he will now arrange to cancel this account altogether and arrange for this telephone line to be put in working order for the first time.

It is expected that service will be connected within about a month. Accounts will be adjusted to ensure that rental is charged only from the date of connection.

asked the Minister for Posts and Telegraphs if he will comment on, and give his reasons for, the excessive delay by his Department in re-connecting a telephone for a person (details supplied) in Dublin having regard to the fact that repeated requests for service have been made over three years to his Department, that a telephone has been installed and that this only requires to be reconnected by his Department.

It has not been possible to provide service for the person named because a suitable cable pair is not available between the address and the telephone exchange.

On the basis that the necessary building is provided to the time-scale now expected, conversion of Templetuohy telephone exchange to automatic working should be effected towards the end of next year.

It has not been possible to provide telephone service for the person named so far because of the volume of engineering work on hands in the Dublin area. It is expected that service will be provided within about a month.

It is planned to provide telephone kiosks at the following locations in 1982: Hale Street, Ardee; Fatima Housing Estate, Dundalk; Quay Street, Dundalk and Sheelagh.

Kiosks have already been erected this year and will be brought into service shortly at Ballymascanlon, Dromin, Dundalk (Bay Estate) and Lurgangreen, Dundalk: kiosks were provided in 1981 at Cocklehill, Kilsaren and Rathmore.
